A single consistent-version time series across 19 map years (1985, 1990, 1994, 1996, 1998, 2000, 2005, 2010, then annual 2015-2025) so cross-year change is valid. Per-year visualization COGs (`nlcd-cog-<year>`, the app year/versions dropdown) plus two unified, hive-partitioned H3 hex products keyed by a `year` column: **mode** (dominant class, `nlcd-hex`) and **per-class fractional coverage** (`nlcd-hex-fractions`). Source rasters reprojected from Albers (EPSG:5070) to WGS84 with nearest-neighbor (class codes preserved) and aggregated to H3 res 10 (parents 9,8,7,6,5,0). nodata = 250.\n\n**Land-cover change** is a self-join on the H3 cell across any two years of the hex (the grid is identical across years); a first-vs-last 1985->2025 transition COG (`nlcd-change-1985-2025-cog`) is provided for map display.\n\n**Timing caveat (important for event studies):** Annual NLCD is a growing-season composite, so a map year reflects conditions during that year's growing season. For events dated late in the calendar year, the first *clean* post-event year is the following map year (e.g. an event in Dec 2017 first appears in the 2018 layer, not 2017). Land cover also lags policy by years (lease -> permit -> disturbance), so a single post-event year may show little change either way. Most NLCD change in shrub-steppe regions is reshuffling among Shrub/Grassland/Forest; well pads, mines, fire scars, and development are the clearest class flips.",
